I know your post is about the county, but I wish someone would audit the prioritizations and data analyses Portland/MultCo/Metro produce and rely on to inform policy. I've looked at a couple rubrics and data sets closely and was taken aback by what I saw.
Someone needs to get with counsel to determine whether there is a case here and what characteristics would give a person standing to sue. The same is true in the case of the Portland Clean Energy Fund, not only because tax receipts grossly exceed projections but because of the great and urgent political pressure to use PCEF dollars for purposes that appear to fall outside the fund's legal scope.
