Kudos to Linda Witt and the PDN volunteers for their hard work! This is likely the only way that the City of Portland can be coaxed into even considering quality of life issues for their taxpaying citizens: inundate them with data.
Unfortunately if they cared about or were swayed by data, they wouldn’t make any of the decisions they make. Public shaming and real threat to their continued political careers is the only thing that may sway them.
The leadership (politics, media, business) of the city of Portland is far more interested in posturing about the ICEcapades and declaring that one little city's ordinances trump federal law and its enforcement. If you hope that keeping notes will sway the socialists and the nonprofiteers, you'll be disappointed. They are using the ICE situation as manna from heaven: bleating about "one square block" takes attention away from the many that are inundated with the feral.
Can anyone speak to what a next step looks like with this? Are the very engaged and much appreciated neighbors who oversee these blocks and do all this data gathering/monitoring required to do the city’s job for them until this shelter finally closes and/or we elect competent officials, or at some point can we legally contest this as a neighborhood? Why should we keep putting up with this?
Many people are rejected by a shelter because of intoxication or severe mental disturbance which makes them unruly and a security risk in a shelter. About 1/2 of the severely mentally ill homeless can't handle being in a shelter. They require hospital care.
Under the new charter, the city is buttoned-up tight...just try sending queries to any of the official email addresses. You won't even get an acknowledgment.

what is the daily occupancy of the shelter ?
is there a city data dashboard?
there use to be one...
how many clients are repeat users?
how many clients have been diverted to services?
are clients interviewed for comments about services?

So true. I’ve gotten no responses from City Councilors I’ve contacted nor from the Mayor. “Charter Reform”…the gift that keeps on giving.
