What is you answer to the seriously mentally ill homeless who are not allowed in shelters because of intoxication, unruly behavior, or who are so paranoid they can't tolerate being around people in a shelter?
Does he feel that he has influenced change to the Homeless Industrial Complex? If so what are those changes that are working? Does he feel like he may need to change tactics? If so, what would those new tactics entail? Sidenote: I don't think he realized what he would be dealing with when negotiating with 12 new city council members. Enforcement would be nice but I think that's the least of his problems.
