These Golden Parachutes have become a fixture in Portlandia's Governmental bodies for 20 years at least. It's truly disgusting that the taxpayers are constantly on the hook for the malfeasance and incompetence of the apparatchik-management class. City Hall and the County Commission are unfortunately swamps that need to be drained, but if you're looking for that with this Mayor or this City Council, don't hold your breath.
The purpose of this new role is to update and organize community engagement efforts, processes, and systems across all City service areas. The engagement officer also leads the Office of Community & Civic Life.
Garcia-Snell is coming from her role as the Community Engagement Manager and Temporary Deputy Chief Equity and Inclusion Officer at Washington County.
The fact that she was Washington County's Deputy Chief Equity and Inclusion Officer says it all to me. A DEI professional hired for this job because Portland's Governments aren't already oozing with it at every pore. Although now they have to be a little circumspect about how they couch it so they don't lose any federal largesse. Anyway, she certainly seems to have decided how the "equity" needed to be redistributed, and apparently it was to be by her administrative fiat.

Todd had a very big lift going through several years of council records to uncover this attempt to move authority away from the council to the city administrator. He deserves recognition for being unafraid to manage the facts and blow the whistle.
