We NEED to be reporting everything to the city. The only way they will listen is if the data shows there is a problem. While the city does not have adequate ways to report things like open drug use, hostility, litter, and other disturbances we need to find ways to report it all. The Mayor and City will continue to tout data about how their plan is working - we NEED that data to accurately reflect what is going on.

Just wanted to add, on top of “screaming from the rooftops” approach to thorough and documented reporting of issues, we are being asked by the NWDA to copy or alert this email on everything so these can also be independently tracked Northrupshelter@gmail.com. Probably a good idea since we know the city doesn’t mind manipulating and lying about numbers.

I got an email about it when they announced the zoom call for tomorrow referenced in the article. I think they’ll probably widely announce contact information and reporting channels at that meeting so it will be a really good one for people to attend. The email:

How to Get Involved or Report an Issue

To learn more about the City’s Shelter Services visit the Overnight Emergency Shelter webpage (https://www.portland.gov/shelter-services/overnight-emergency-shelters) Emergency issues should always be reported to 9-1-1.

Each shelter will include a 1,000-foot engagement area where the City pledges to actively manage livability concerns. This includes:

Priority Response to Campsites and Trash: City teams will assess and engage with any unsanctioned campsites within 3 business days, with cleanups posted and completed in accordance with Oregon law. Significant trash and graffiti will be removed within 5 business days.

Shelter Operator Accountability: Operators will complete daily perimeter checks and maintain a public contact number to address shelter-related issues in real time.

Community Access to City Resources: Neighbors can report issues via a dedicated Shelter Services email or attend virtual bi-weekly Problem-Solver Meetings with the City’s Public Environment Management Office (PEMO).

Coordination with Other Services: If third-party organizations are operating near the shelters, the City of Portland will ensure they comply with permitting laws to minimize impacts on the surrounding area.

Today I received the first communication I've seen in relation to the anticipated shelter on 14th and Northrup. I live on 20th & Northrup. Here is what it said:

Dear Neighbors:

Portland has committed to providing a safe bed for every person, every night. The Salvation Army will open a night-only shelter with a maximum capacity of 200 at 1435 NW Northrup tht will serve our most vulnerable from 8PM - 6AM after Labor Day. This shelter will have an initial capacity of 40 beds and will incrementally ramp up to full capacity as winter approaches.

Shelter operators will perform two area checks per night and City staff will be available to respond to issues during the day. The City's Engagement Strategy for Overnight Shelter includes engaging with individuals, addressing campsites, cleaning up garbage, street and sidewalk cleaning, and regular communication around reported issues.

As a NW Northrup shelter neighbor, your reports are prioritized. For the fastest assistance, please dial 311 or use the following reports:

To add to the joy: "Changes Coming to the Northwest Parking District"

According to PBOT, Portland is expanding pay-to-park hours in the Northwest Parking District, starting October 1, 2025.

New pay-to-park hours start October 2, 2025:

Monday - Saturday 8 am to 10 pm

(previous hours were Monday-Saturday 9 am - 7 pm)

What to Expect: Crews with the Portland Bureau of Transportation (PBOT) will change signs in September. Enforcement starts October 1, 2025.

Need a Zone M permit? PBOT is allowing more permits for residential buildings and opening our waitlists through the month of October. If you have no off-street parking option, apply for a Zone M permit as soon as possible.
