Can we train hawks to attack dog owners who allow their pets to urinate on the sidewalk.

Where do the crows go when the hawks chase them away? Is this a solution, or just moving them around?

I would need to be convinced that the hawks would work to appreciably alleviate the problem. Your article doesn't do that.

Their annual revenues are over $20,000,000
