Where do the crows go when the hawks chase them away? Is this a solution, or just moving them around?
I would need to be convinced that the hawks would work to appreciably alleviate the problem. Your article doesn't do that.
There are over 1000 non profits in Portland.
Their annual revenues are over $20,000,000
mostly going to executive pay, employee salaries and inflated costs...
